My money would be on an airlock in the head-I ran my Saturno for years without a rad fan-it did have a Ducati 888 radiator though-ended up as a 558 after the dreaded waterpump failure-still no fan, and still no problems with temp.

my Saturno is similar, modified Nordie engine with keihin Cr carbs running no fan when in the UK, i chose to fit a fan here in Kano as its quite a bit warmer than Scotland when mine originated ;)
Previous owners said it was OK unless stopped in traffic when it tended to piddle onto your boot
